Victory in the House of Representatives

You Rocked the House!

Thanks to your efforts, we have won a stunning victory in the House of Representatives for our treasured wildlife.

Yesterday afternoon, House Republicans yanked the Budget Reconciliation Bill off the House floor. But the real victory came Wednesday night, when proposals to legalize harmful oil and gas drilling in the Arctic National Wildlife Refuge and off our coasts were dropped from the bill.

This kind of conservation win is almost unprecedented in this Congress, and it happened because of your efforts!

This week, thousands of wildlife supporters from across the country rocked the House, calling their Representatives to let them know that America’s great wild places aren’t for sale.

Over the last several months, you’ve sent more than 120,000 messages to Congress. And your donations have helped us place crucial ads like these in key Congressional districts --advertising that has helped mobilize America’s pro-wildlife majority, and steel the resolve of our allies in Congress.

Thanks to you, polar bears, caribou and the Arctic National Wildlife Refuge’s other special wildlife have a reprieve from Big Oil’s senseless and ceaseless drive to drill in their home. And Florida and other coastal states need not sacrifice their coastal areas to offshore drilling.

Unfortunately, the battle to save the Arctic Refuge’s wildlife from harmful oil drilling is far from over.

As you know, the Senate last week passed its own budget bill that legalizes drilling in the Arctic National Wildlife Refuge. Senators Ted Stevens (R-AK) and Pete V. Domenici (R-NM), who will serve on the House-Senate conference committee on the bill, have made it clear that they will not agree to any final measure that does not include Arctic drilling.

Indicted former House Majority Leader Representative Tom DeLay (R-TX), a drilling proponent, has also made his intentions clear. He’s quoted in today’s New York Times saying that "chances are very good" that the drilling provisions will reemerge. Representative Richard Pombo (R-CA), who inserted the drilling provisions into the House bill, indicated to the San Francisco Chronicle that he would be unwilling to support any final bill that didn’t include drilling.

So, while we’ve won an important victory, our work is far from finished. America’s wildlife is counting on us to keep standing up to Tom DeLay, Richard Pombo and others in Congress who would sacrifice the natural legacy we leave our children and grandchildren.

In the days ahead, I’ll be writing to let you know how to help secure final victory for our polar bears, Arctic foxes, and other beloved Arctic wildlife. We'll need your continued help to support the heroic moderate Republicans and Democrats who won this round. They need to know that America's pro-wildlife majority stands with them as they prepare to again face off with DeLay, Pombo, Stevens, Domenici and other drilling proponents.

The only answer to the current energy crisis is energy independence. That's something we'll be working on together in the next few weeks—one of the big positive things progressives stand for. And we're starting with ExxonMobil, the biggest obstacle in the way.



Exxon owes much of its lobbying success to close ties to Republican leaders. Over the last decade, Exxon has given more than $5.2 million to Republicans, while giving less than $650,000 to Democrats.3 This year 91% of Exxon's political contributions have gone to Republicans.4 In turn, Republican energy policy has amounted to a series of massive handouts to the oil industry. Even now, with Republicans grandstanding with show hearings on television, they refused to make the oil executives testify under oath.5 Together with the coalition, we'll deliver your petition signature to ExxonMobil CEO Lee Raymond, and we'll send a copy to Congress to help break Exxon's stranglehold on our government.



There are four main areas in which Exxon needs drastic change:6


1. With gas prices near $3 a gallon, it's outrageous to watch ExxonMobil rake in record profits while refusing to support greater fuel economy or invest significant amounts in cleaner, healthier energy.


2. ExxonMobil is the only oil company that remains part of Arctic Power, the group lobbying Congress to open the pristine Arctic National Wildlife Refuge to oil drilling. Congress will cast the final vote on drilling in the Arctic shortly.


3. ExxonMobil has spent over $15 million since 1998 to deny the existence of global warming by funding junk science groups to cloud the debate. The company lobbies against efforts to fight global warming even as it alone is responsible for 5% of the world's output of the main type of global warming pollution.


4. Remember the Exxon Valdez tragedy? Exxon's tanker killed hundreds of thousands of seals, otters, birds, fish and whales when it spilled 11 million gallons of thick, deadly crude oil into the waters of Alaska's pristine Prince William Sound. Yet despite making a record profit of $25 billion last year, ExxonMobil is still shirking payment of the full amount it owes fishermen and natives hurt by the spill 16 years ago!



The Exxpose Exxon campaign includes a dozen leading environmental and public interest groups, including the Union of Concerned Scientists, U.S. Public Interest Research Group (U.S. PIRG), True Majority, the Alaska Coalition, Natural Resources Defense Council (NRDC), Defenders of Wildlife, and more.

Virginia, which went for Bush in '04, elected a Democratic Governor. Maine voters soundly supported an anti-discrimination law. And this is just the beginning. Next year most of Congress will be running—and we have a historic opportunity for a "change election" that sweeps Republicans from power.


Today, we're asking you to chip in for an ambitious effort to win in 2006.


How do we make sure that the 2006 election is a referendum on Iraq, Hurricane Katrina, corruption, and George Bush's failed presidency? We're hiring a team of experienced organizers from coast to coast to leverage our most valuable resource the 3.3 million MoveOn members. By training and supporting volunteers to organize rapid-response events like news conferences and rallies we can tie the mess in Washington to individual Republican incumbents and make sure that they don't get off the hook.

Republicans are desperate to sweep their mounting failures and scandals under the rug. President Bush's lightning appointment of Judge Alito was one attempt to change the subject, and there will be many more.


Our plan is to use big public events to keep the local media focused on the impacts of right-wing rule and to encourage Democrats to stand up and offer voters a real alternative to the status quo.


Local media was the core of the Bush campaign's communications strategy because it's such a great way to reach folks. Using local media allows us to rely on "real people" like you as messengers, instead of politicians or paid ads.


To get our message out, MoveOn's Operation Democracy network will organize more sophisticated events than we've done in the past, like news conferences, rallies and editorial board meetings. The key to our plan will be a team of experienced staff organizers on the ground across the country. They'll coordinate our work and train volunteers in the necessary skills.


It's a proven approach: during the recent vigils on Iraq, we experimented in some places with having organizers train vigil hosts to do media outreach. In areas with organizers, we found a 70% increase in local press coverage of the MoveOn vigils.


This is a much bigger plan than anything we've considered around a non-presidential election. But we think the time is right and the opportunity is huge. Since we're mostly volunteer-powered, it'll cost us much less than it would other groups. But we still need to raise a substantial sum. Can you help?

The news isn't all good this morning. In Texas, Ohio and a few other places, we lost elections with real consequences (click the link on the box at right for details). But overall, progressive candidates and causes made huge gains yesterday.


So take a moment this morning to savor some of our victories. They're a tribute to the incredible work of thousands of dedicated citizens and a reminder that when we organize hard and put a clear progressive message in front of voters, we can win.
